NOTICE: If you received a NOTICE OF DATA BREACH letter from Imperial Beach Community Clinic, contact Emery | Reddy, PC at 916.995.5968 for a Free Case Review.

On or around early January 2026, Imperial Beach Community Clinic (“IB Clinic”) issued a data breach notification following a cybersecurity incident detected in its email environment. The organization launched an investigation and confirmed that an unauthorized party may have copied certain files containing sensitive personal information between February 4, 2025, and May 2, 2025. While there is no evidence of identity theft or fraud at this time, IB Clinic is notifying affected individuals and offering complimentary identity monitoring services.

Founded in 1971, Imperial Beach Community Clinic is a healthcare provider located at 949 Palm Avenue in Imperial Beach, California. Each year they provide care to more than 10,000 patients and is comprised of the Imperial Beach Health Center on 949 Palm Avenue and the Nestor Community Health Center at 1016 Outer Road.

The clinic retained legal counsel and third‑party forensic specialists to investigate the incident and completed its review of potentially impacted data on December 30, 2025.

IB Clinic sent data breach notification letters to affected individuals and offered 12 months of complimentary credit monitoring, credit report access, and fraud assistance services through Cyberscout (a TransUnion company). If you received a Data Breach notification letter from IB Clinic, it confirms that your information was potentially impacted.

What information is involved in the Imperial Beach Community Clinic Data Breach?

Compromised information may include:

Personally Identifiable Information (PII)

According to the organization’s investigation, the information involved varied by individual. IB Clinic states that certain personal and/or sensitive information may have been copied without authorization, but the letter does not specify categories of data in the version provided.

Your Personally Identifiable Information (PII) includes details that can be used to identify you. Organizations are legally obligated to safeguard this data, and failure to do so can result in statutory fines and other legal consequences. If PII is stolen, it may be exploited by criminals to commit identity fraud.

A specific category of PII is Protected Health Information (PHI), which pertains to personal medical data. PHI is safeguarded under both federal and state regulations. Entities such as healthcare providers and businesses that manage PHI must ensure its security. Just like PII, compromised PHI can be misused by identity thieves, and it’s common for cybercriminals to use both types of information together.

If your data has been exposed in a breach, one of the most effective steps you can take is to enroll in credit and identity monitoring services promptly. IB Clinic encourages affected individuals to monitor account statements, review credit reports, and consider placing fraud alerts or security freezes.

Residents of California benefit from additional privacy protections under the California Consumer Privacy Act (CCPA), which grants enhanced rights regarding personal data. Additionally, California residents also benefit from medical privacy protections under the Confidentiality of Medical Information Act (CMIA), which specifically grants enhanced protections for confidential medical data.

If you received a NOTICE OF DATA BREACH letter from Imperial Beach Community Clinic, your personal or medical information may be at risk. This type of data can be exploited by identity thieves to commit fraud and other crimes.
